Checked on 26 October 2026: conditions and amounts on the official guichet.lu page "Prime pour l'achat d'un cycle à pédalage assisté (pedelec25), d'un cycle ou d'un vélo-cargo" (updated on 7 August 2025, covering purchases up to 30 June 2026); extension announced in the government press release of 20 March 2026 and set out in bill no. 8725. The final vote and publication of the extension law could not be confirmed: read on before buying.
Luxembourg is an exception in Europe: it is the only country in our European comparison where the state still pays a direct grant to private individuals buying a bike. It is called Klimabonus Mobilitéit and it covers electric cars, electric motorcycles and mopeds, bikes, pedal-assist e-bikes and cargo bikes. For bikes, however, it changed a lot in October 2024, and many articles online still describe the old version.
The amounts: €600 or €1,000
| Vehicle (new) | Grant | Ceiling | Income condition |
|---|---|---|---|
| Conventional bike | 50% of the price before VAT | €600 | Yes: allocation de vie chère or prime énergie |
| Pedelec25 (e-bike up to 25 km/h, 250 W) | 50% of the price before VAT | €600 | Yes: allocation de vie chère or prime énergie |
| Cargo bike (with or without assistance) | 50% of the price before VAT | €1,000 | No |
The calculation is done before VAT. A €2,340 e-bike including VAT (Luxembourg standard rate 17%) is €2,000 before VAT: 50% is €1,000, so capped at €600. To get the maximum on a cargo bike, it needs to cost at least €2,000 before VAT.
The condition that changes everything: the allocation de vie chère
For invoices issued from 1 October 2024, the grant for a bike or pedelec25 is reserved for people receiving the allocation de vie chère (cost-of-living allowance) or the prime énergie in the same year as the purchase. In practice:
- if your household receives the allocation de vie chère (paid by the Fonds national de solidarité), you can claim up to €600 for a bike or e-bike;
- if not, you are no longer entitled to anything for an e-bike, even if you were in 2023;
- the cargo bike remains open to all residents, with no income condition, and a ceiling raised to €1,000.
It is a clear political choice: the state judged that conventional e-bikes sell perfectly well without help, and concentrates the money on low-income households and on cargo bikes, which more often replace a car.
Who can apply, and how
| Rule | Detail |
|---|---|
| Beneficiary | Natural person resident in Luxembourg, for personal use (a minor applies through a legal guardian) |
| Vehicle | New only; second-hand is not eligible |
| Frequency | One grant per person every 5 years (from the invoice date) |
| Deadline | Apply no later than 12 months after purchase |
| Procedure | Online via MyGuichet.lu, or paper form by post |
Cross-border workers: the grant is tied to residence. If you work in Luxembourg but live in France, Belgium or Germany, you are not eligible — look at the aid in your country of residence instead: France, Belgium or Germany.
Speed pedelecs
A speed pedelec (45 km/h) is not a pedelec25: it falls under mopeds, a different Klimabonus category. We found no up-to-date official amount for this specific case: check with the Klima-Agence (free number 8002 11 90) before buying. For the technical and legal difference between the two, see our 25 or 45 km/h article.
And after 30 June 2026?
This is the tricky point this year. The Klimabonus Mobilitéit scheme covered purchases made up to 30 June 2026. On 20 March 2026 the government announced its extension to 30 June 2030, with unchanged amounts and grading, and a new mechanism:
- Vehicles acquired between 1 July 2026 and 30 June 2030: same scale as today, according to bill no. 8725 tabled in the Chamber of Deputies.
- Pre-financing from 1 January 2027: for private individuals buying a new vehicle, the grant can be deducted directly from the invoice, instead of being refunded months later.
What we could not confirm as of 26 October 2026: the date of the vote and publication of the law in the official journal (Mémorial). The bill received its opinions and government amendments over summer 2026, and the guichet.lu page had not yet been updated. In practice:
- if you bought before 1 July 2026, the rules above apply and you have 12 months to apply;
- if you are buying now, keep your invoice: the extension law is meant to cover purchases from 1 July 2026, but check on guichet.lu that the text is in force before counting on the money.
