Bike purchase grants in Belgium in 2026: Brussels, Wallonia, Flanders, cycling allowance and leasing

Checked on 16 October 2026: Bruxell'Air premium on environnement.brussels (page dated 29 May 2026); end of the Walloon grant on wallonie.be (page updated 23 July 2026); 2026 tax ceilings for the cycling allowance taken from the 2026 indexed amounts table published by the payroll provider Partena. Municipal grants change from one municipality to the next: we tell you where to look, not a made-up figure.

Belgium is a special case in Europe. Purchase grants paid by the regions have almost all disappeared, but the country has built a very generous tax system around the bike on the work side: a tax-free mileage allowance, company bikes with no benefit in kind, and leasing through a cafeteria plan. If you are an employee and ride to work, that is where the money is — often far more than a one-off €400 grant.

Because almost everything is regionalised, we take the three regions one by one, then the federal levers that apply everywhere.

Brussels-Capital Region: the Bruxell'Air premium

Brussels has no "bike purchase" grant for everyone. It has something better, on one condition: giving up your car. The Bruxell'Air premium is a mobility budget you receive in exchange for cancelling the registration plate of a vehicle in your name.

Household income (single / couple)Bruxell'Air budget
Under €45,938 / €64,264 (or disabled parking card)€1,132
€45,938 to €91,754 / €64,264 to €110,080€766
Over €91,754 / €110,080€566

What to know before you cancel your plate:

  • Deadline: you apply within 6 months of the plate cancellation.
  • Commitment: no new car, motorbike or company car in the household for one year.
  • Bikes are covered: you split your budget between several items (STIB, Villo!, car sharing, taxis…). For a bike — conventional or electric — you must allocate at least €200 to it. You buy from the shop of your choice and Pro Velo reimburses you against the invoice.
  • Validity: the budget lasts two years from notification; whatever is not spent is lost.

In practice, a low-income household giving up an old car can have most of an entry-level e-bike paid for. For a well-off household, €566 is still a third of a good urban e-bike.

Brussels municipalities

Several municipalities add their own, often targeted, grants. Example: the City of Brussels launched a premium for 16 to 18-year-olds at the end of 2024 — up to €300 (30% of the purchase, 60% if the parents have BIM status), limited to non-electric bikes and conditional on a cycling certificate. It was announced in October 2024: check that it is still open on the City's website before buying. For other municipalities (Ixelles, Uccle, Schaerbeek…), the reflex is the same: the "primes" page of your town hall.

Wallonia: the regional grant is over

For a few years Wallonia paid a regional grant to private individuals buying a bike. It is closed: the official site states plainly that "Wallonia currently grants no premium to private individuals for the purchase of a bike", and only bikes bought before 1 January 2025 could still be declared. The same goes for the service-bike grant for businesses and the self-employed (€400 for a new e-bike, €800 for a cargo bike), limited to purchases made up to 31 December 2024.

What remains in Wallonia:

  • municipal grants — some municipalities (Namur, Liège, Chaudfontaine and others) have had or still have a bike or e-bike premium, with amounts and budgets that change every year. The regional site itself refers you to the municipalities;
  • the federal levers described below, which apply in Charleroi as much as in Brussels.

If a seller mentions a "Walloon premium" in 2026, ask which one: they are probably confusing it with a municipal grant.

Flanders: no regional grant, everything happens at the gemeente

The Flemish Region has no general purchase grant for private individuals. Existing aid is municipal (gemeentelijke fietspremie) or provincial, often targeted at cargo bikes (bakfiets), low-income households or support for the low-emission zones (LEZ) of Antwerp and Ghent. Ghent, for example, has a sustainable mobility subsidy regulation covering 2022-2026, focused on shared bikes and cargo bikes.

We found no Flemish regional scale to give you: search for "fietspremie" plus the name of your municipality, and read the regulation (reglement) rather than the home page — that is where the ceiling and the deadline are.

What applies across Belgium: your employer

The cycling allowance

The cycling allowance (indemnité vélo / fietsvergoeding) is an amount per kilometre ridden between home and work, paid by the employer and exempt from tax and social contributions up to a ceiling:

Income yearExemption per kmAnnual ceiling
2025€0.36€3,610
2026€0.37€3,700

It is mandatory in the private sector when no sector agreement provides better: the cross-industry collective agreement no. 164, in force since 1 May 2023, sets a minimum, indexed amount over a capped distance. Your sector may provide more.

Do the maths: 10 km per trip, 2 trips a day, 200 days a year makes 4,000 km. At €0.37, that is €1,480 a year tax-free if your employer pays the maximum exempt amount. A €2,500 e-bike is paid back in under two years.

Note: some official regional pages still show €0.36 (the 2025 amount). €0.37 is the indexed ceiling for 2026 income.

Company bikes and leasing

This is the lever that made premium e-bikes take off in Belgium. Your employer provides a bike — bought or leased, often funded through a cafeteria plan (you swap part of your end-of-year bonus or mobility budget). Article 38, § 1, 14°, b of the Income Tax Code exempts the benefit, provided the bike is genuinely used for commuting. Private use at weekends does not affect the exemption.

The exemption also covers speed pedelecs and accessories (helmet, lock, battery, charger, lights) as well as maintenance paid by the employer. At the end of the contract you can usually buy the bike at a residual value: that is a purchase, so check its real market value before signing.

The cycling allowance and a company bike can be combined in many cases, but the rules are subtle: check with your payroll provider.

The mobility budget

If you are entitled to a company car, the federal mobility budget lets you swap all or part of it for sustainable options, including buying or leasing a bike. It is a company scheme: ask HR whether it is in place.

Pitfalls to avoid

  • Speed pedelec: it is covered by the company-bike exemption, but it requires a helmet, a plate and insurance. The rules are summed up in our 25 or 45 km/h article.
  • Municipal grant: it almost always requires an invoice from an established seller and an application shortly after purchase. An e-bike ordered online from abroad is often refused.
  • Leasing: compare the net monthly payment with the purchase price. On a €1,200 bike, leasing is rarely worth it; on a €3,500 e-bike, it almost always is.

And elsewhere?

Belgium looks like Germany and the Netherlands: few public grants, many advantages through the employer. Compare with the European table, German Dienstradleasing and the Dutch fiets van de zaak. In France, aid has become local: see grants city by city. To choose a model, our 2026 city bike comparison.
