Bike purchase grants in Italy in 2026: end of the national bonus, regional and municipal aid, two-wheeler Ecobonus

Checked on 16 October 2026 for the two-wheeler Ecobonus (Ministry of Enterprises announcement, 18 March 2026) and for the closure of Emilia-Romagna's bike call (mobilita.regione.emilia-romagna.it). For municipal aid we quote dated examples with their status; there is no up-to-date national list, and we will not invent one.

In Italy, "bonus bici" still refers to 2020 and the big post-lockdown national bonus. Six years on, that scheme is long closed, and nothing has replaced it nationally for bikes. What exists in 2026 is occasional regional aid, municipal vouchers tied to sustainable mobility programmes and — for electric scooters and motorbikes — a national Ecobonus that is very much alive.

The national bonus: over since 2020

The buono mobilità under article 229 of Decree-Law no. 34/2020 "Rilancio" refunded 60% of the cost, up to €500, for a bike, an e-bike, a kick scooter or a shared mobility subscription. It was limited to adults living in regional and provincial capitals, metropolitan cities and municipalities of over 50,000 inhabitants, for purchases made between 4 May and 31 December 2020.

It was not renewed. If a website promises you a "national bike bonus" in 2026, it is either an old article or a confusion with local aid.

The electric two-wheeler Ecobonus: active in 2026

It is the only national purchase aid for an electric two-wheeler in 2026, but it does not cover e-bikes (biciclette a pedalata assistita), which are legally bicycles. It targets type-approved vehicles in categories L1e to L7e: mopeds, motorcycles, tricycles and quadricycles, electric or hybrid, new.

PurchaseContributionCeiling
Without scrapping30% of the price€3,000
With scrapping of an old vehicle40% of the price€4,000

The scrapped vehicle must have been registered to the buyer or a household member for at least 12 months. The dealer books the aid on the platform run by Invitalia for the ministry: you have no file to prepare, but the year's funds must not be used up. Bookings reopened on 18 March 2026; in previous years the annual budget was sometimes gone within weeks, so ask the dealer where the fund stands before signing.

A €3,000 L1e electric scooter (50 cc equivalent) therefore costs you €2,100 without scrapping, €1,800 with. For servicing and faults on these machines, see our articles on NIU error codes and Super Soco.

Regional aid: generous but short-lived

Regions fund bike calls from time to time, often with air-quality money. The most watched example is Emilia-Romagna:

Emilia-Romagna call 2025Detail
E-bike50% of the price, up to €500
Electric cargo bike50% of the price, up to €1,000
BeneficiariesAdults living in one of the 207 listed municipalities (PM10 and NOx exceedance areas)
Eligible purchases1 January to 1 July 2025
Budget€2,655,000
StatusClosed — funds exhausted

The regional site says it plainly: "the resources of the bike call are exhausted". As of 16 October 2026 we found no 2026 edition published. That is typical: when a regional call comes out, you need to be ready to apply in the first days.

For other regions (Lombardy, Piedmont, Lazio, Tuscany…) we found no consumer bike call open in October 2026. Regions publish their calls on their "mobilità" or "ambiente" website: that is where to look, not on comparison sites.

Municipal aid: vouchers at approved dealers

At municipal level, the most common scheme in 2026 is buoni mobilità funded by national sustainable mobility programmes and run by the town. A concrete example in Legnano (Lombardy), under the PRIMUS programme co-funded by the Ministry of the Environment:

  • vouchers up to €400 for an e-bike, reserved for workers and students aged 16 and over living in the town;
  • usable only at two approved dealers, from a list of models priced between €300 and €2,000;
  • obligation to keep the bike for two years;
  • applications until 30 June 2026, ranked until funds run out.

This case sums up the Italian logic well: little money (€31,600 in total in Legnano), strict rules, an imposed catalogue. The voucher is targeted, not a free purchase grant. It is closed for 2026, but other towns take part in similar programmes: check your town hall's website (example: comune.legnano.mi.it).

What about Milan?

Between 2019 and 2020 Milan had a call linked to scrapping a petrol car or two-wheeler, means-tested (ISEE), which also covered cargo and folding bikes. It expired on 31 March 2020. We found no bike call for private Milan residents confirmed in 2026; the city's announcements mostly concern sharing (bikes, scooters) and businesses.

Rules to know before buying in Italy

  • The e-bike must remain an e-bike: 25 km/h, 250 W, assistance only while pedalling. Municipal vouchers and regional calls target these bikes. The thresholds are in our 25 or 45 km/h article.
  • Invoice in your name, from an established seller: online purchases from abroad are almost always excluded.
  • Holding period: two years is a common minimum; selling early may mean repaying the aid.
  • No retroactivity: a purchase made before the call opens is generally not eligible, unless stated otherwise (the 2025 Emilia-Romagna call accepted purchases from 1 January).

Compared with its neighbours, Italy helps bikes little in 2026 and motorised electric two-wheelers a lot.
