Checked on 16 October 2026: Programa Auto+ in Royal Decree 609/2026 published in the BOE on 23 July 2026; Madrid City Council's Cambia 360 aid in the call summary published in the BOCM on 19 March 2026; Plan Mueve on comunidad.madrid; Barcelona's upcoming bike aid on barcelona.cat. For Valencia, we tell you what we found — and that it is old.
In Spain, aid for electric mobility had a single name for years: MOVES III, the national programme run by the autonomous communities. It ended at the end of 2025. For an e-bike this changes little: MOVES III mainly targeted cars and motorbikes, and e-bike money has always come from the autonomous communities and city councils. In 2026 that is even more true.
National level: the Programa Auto+, without bikes
The Programa Auto+, created by Royal Decree 609/2026 of 22 July 2026 and valid until 31 December 2030, has taken over from MOVES III for the purchase of electric vehicles. It does not include bicycles or mopeds: the eligible two-wheelers are L3e, L4e and L5e motorbikes, i.e. vehicles whose design speed exceeds 45 km/h, carrying the DGT CERO label.
| Electric motorbike (private buyer) | Auto+ rule |
|---|---|
| Maximum aid | €1,100 |
| Maximum vehicle price | €10,000 before tax, after discounts |
| Pure electric (criterion E1) | 50% of maximum aid |
| Economic criterion (E2) | + 25% |
| Final assembly in the EU (E3) | + 15% |
| Battery assembled in the EU and component conditions | + 10% |
In practice: an electric motorbike assembled outside the EU gets 75% of €1,100, i.e. €825; one assembled in the EU with a European battery can reach €1,100. For the self-employed and micro-businesses in certain sectors (programme co-funded by the Social Climate Fund), the motorbike ceiling rises to €2,000. Applications are handled first come, first served until each call's budget runs out.
If you are buying an e-bike, this programme does not concern you. If you are torn between an e-bike and a small electric motorbike for commuting, bear in mind that the electric motorbike is supported nationally.
Community of Madrid: the Plan Mueve
It is Spain's clearest regional aid for an e-bike in 2026.
| Plan Mueve Madrid | Detail |
|---|---|
| Pedal-assist bike (250 W max) | 50% of the pre-tax price, up to €600 |
| Price cap | Invoice under €3,000 including VAT |
| Eligible purchases | Since 25 November 2024 (publication of the rules) |
| Application deadline | 3 months after purchase |
| End of programme | 31 December 2026 |
| Limit | One aid per person for the whole programme |
The official page mentions a 2026 budget of €5 million, without saying whether it has been dipped into or used up: apply as soon as you buy. Watch the price cap: a €3,100 e-bike is not eligible at all, not even for reduced aid.
Madrid City Council: Cambia 360 (closed for 2026)
Madrid City Council opened a Cambia 360 micromobility call in 2026, reserved for adults registered as residents of Madrid:
| Cambia 360 micromobility 2026 | Aid |
|---|---|
| E-bike (250 W max) | 50% of the price before tax and accessories, up to €400 |
| L1e-B electric moped | 50%, up to €600 (+ €200 when scrapping an unlabelled or "B" vehicle) |
| L3e, L4e, L5e electric motorbike | 50%, up to €1,000 (+ €200 with scrapping) |
The budget was modest (€100,000, extendable to €300,000), applications were handled first come, first served, and the window ran from 15 April to 15 September 2026. It is therefore closed as you read this; watch for the 2027 call on the council's Cambia 360 site, usually published in spring. One aid per applicant, for one vehicle.
Plan Mueve and Cambia 360 are two separate schemes (region and city). Whether they can be combined on the same bike depends on each one's rules: check the terms before buying.
Barcelona: aid announced for 2027
Barcelona City Council has announced, as part of its Agenda de la Bicicleta 2026-2030, purchase aid for electric bikes:
- up to €400 for an urban e-bike, up to €800 for a cargo bike;
- at most 40% of the price before VAT;
- for people on the Barcelona padrón (resident register) and companies headquartered in the city;
- €4 million planned for 2027-2030;
- first call published in 2027, but purchases made from 1 December 2026 will be eligible once the rules are approved.
So it is announced aid, not yet open. If you live in Barcelona and are not in a hurry, waiting until 1 December 2026 to buy makes sense — keep your invoice and check the final rules when they are published.
Separately, Barcelona pays €600 towards replacing a petrol moped with a new electric one, with mandatory scrapping, for purchases made since 1 March 2026; applications were due to open in autumn 2026.
