Bike purchase grant in the Lyon Metropolitan Area in 2026: full scale and how to apply

Checked on 16 October 2026 on avelo.grandlyon.com, the Métropole de Lyon's page for the 2026 scheme (the 2026 rules can be downloaded from the same page).

The Lyon Metropolitan Area is one of the authorities that kept a real purchase grant after France's national bike bonus disappeared in February 2025. It targets low and middle incomes, accepts new and used bikes, and covers almost every type of everyday bike. But it imposes two rules that sink a lot of applications: you must buy from a shop in the Métropole, and not online.

Who can claim it?

  • Anyone aged 16 or over (the application is then made by the legal guardian) whose main residence is in one of the Métropole's 58 municipalities.
  • With a taxable income per tax share (RFR/part) below €26,200. For the 2026 scheme, the tax notice on 2024 income is the one that counts.
  • Who has not received this grant in the last 4 years (systematically checked).
  • Adult children attached to their parents' tax household can apply; the grant is then calculated on the parents' income per share.

The per-share calculation is simple: the reference taxable income (first page of the French tax notice) divided by the number of shares. A couple with two children (3 shares) and €36,000 RFR is at €12,000 per share: the upper band of the grant.

The 2026 scale

The grant cannot exceed 50% of the purchase price (except for refurbished pedal bikes, see below).

Electric bikes

TypeMaximum purchase priceRFR/share ≤ €12,231RFR/share €12,231 to €26,200
E-bike, conversion kit, electric folding bike€3,200 incl. VAT€400€100
Electric cargo up to €2,500 incl. VAT—€700€100
Electric cargo above €2,500 incl. VAT—€900€200
Adapted bike (reduced mobility)No cap€1,500€400

Pedal bikes

TypeMaximum purchase priceRFR/share ≤ €12,231RFR/share €12,231 to €26,200
Pedal cargo bikeNo cap€700€200
Pedal folding bike€3,200 incl. VAT€200€100
Refurbished pedal bike€150 incl. VAT€100 (up to 100% of price)Not eligible

Read the first table carefully: above €12,231 per share, an e-bike only brings €100. The "€400 in Lyon" figure going around only applies to the lowest band.

Which bikes qualify?

  • E-bikes and conversion kits: new or used, price capped at €3,200. Excluded: bikes with a lead-acid battery and speed bikes able to exceed 25 km/h (see our 25 vs 45 km/h article).
  • Cargo bikes, pedal or electric, new or used, with no price cap: front-loaders, trikes (including pendulum chassis that turn a bike into a trike), longtails, midtails, compacts…
  • Bikes adapted for disability: trikes, three-wheel tandems, handbikes, bikes carrying a wheelchair user; new or used, no price cap.
  • Folding bikes, with or without motor, new or used, up to €3,200.
  • Refurbished second-hand pedal bikes at €150 maximum (lock and association membership included), bought from a reuse organisation: self-repair workshop, social-inclusion enterprise, community centre or bike shop.

That last strand is clever: a serviced city bike at €150 from a community workshop, paid up to 100% by the Métropole for low incomes, is almost free mobility.

Where to buy?

This is the condition that catches the most people out:

  • from a professional retailer based within the Métropole;
  • not online;
  • exception: adapted bikes can be bought anywhere in France or online with home delivery.

An e-bike ordered from an online seller, even a French one delivered to Lyon, is therefore not eligible. The same goes for a private sale on a classifieds site: used bikes must go through a professional.

Step by step

  1. Check your band using your tax notice on 2024 income (RFR ÷ number of shares).
  2. Choose the bike at a bike shop in the Métropole and check the price cap (€3,200 for an e-bike or folding bike).
  3. Ask for a paid invoice in your name, in French and in euros, showing the payment method.
  4. Get the type-approval certificate (e-bikes and kits) or the manual showing compliance with standard NF EN 15194.
  5. Prepare: two-sided ID, full tax notice, proof of address less than 3 months old, bank details (RIB) in your name.
  6. File online on Toodego, the Métropole's online services platform: one application per bike.
  7. Deadline for a bike bought in 2026: 31 January 2027. Purchases must be made between 1 January and 31 December 2026.

All documents must be in the same first name and surname: a bike invoiced to your partner with an application in your name means rejection. Unreadable photos can be refused. If you need help, the Agence des Mobilités (120 rue Masséna, Lyon 6th district) will help you file.

What about the low-emission-zone grant?

The Métropole also offers a grant to buy a bike in exchange for scrapping an old vehicle, under its low-emission zone (ZFE). It is separate from the standard bike grant and cannot be combined for the same bike: you choose the better scheme. We couldn't verify its 2026 amounts; see the Métropole's ZFE website and the mobility-grants infographic on avelo.grandlyon.com. According to the previous rules, this ZFE scheme also covered replacement with cleaner vehicles, powered two-wheelers included: check its 2026 status before counting on it.

Stacking with other grants

  • Municipalities: the Métropole notes that some towns offer their own grants; ask your town hall.
  • Auvergne-Rhône-Alpes Region: the Métropole's page mentions no regional purchase grant for individuals; check the Region's website before hoping for one.
  • French State: no bike bonus since 14 February 2025 (see our national overview).
  • Employer: the sustainable mobility allowance (forfait mobilités durables), up to €600 a year tax-free.

Choosing your bike

For riding in Lyon (the Croix-Rousse and Fourvière hills, bridges, heavy traffic), a mid-drive or a good rear hub motor makes the difference. Our pointers: the best city bikes of 2026, small front-load bikes for shopping, and family cargo bikes if the €700-900 grant applies to you. For a used e-bike bought from a pro, check the battery: our 7 checkpoints.

Key points

  • 2026 grant reserved for RFR/share < €26,200, with two bands (≤ €12,231 and above).
  • E-bike: €400 or €100; electric cargo: up to €900; adapted bike: up to €1,500.
  • New or used, but from a pro within the Métropole, not online.
  • Apply on Toodego before 31 January 2027; one grant every 4 years.
