Checked on 16 October 2026 on Toulouse Métropole's official "Demander la prime vélo" page (updated 13 October 2026).
Toulouse Métropole launched its bike grant (prime vélo) in 2020 as part of its recovery plan and revised it in 2022 and again in 2025. In 2026 it remains one of the broadest in France in terms of bikes covered — standard, folding, e-bike, conversion kit, cargo, adapted, new or used — with an income ceiling high enough to include a good share of households. The amounts, however, are modest for an e-bike. The smart move is often to stack it with the Occitanie Region's eco-cheque.
Who can claim it?
- Individuals whose main address is in one of the 37 municipalities of Toulouse Métropole.
- With a taxable income per tax share below €35,052 (reference taxable income from the latest French tax notice divided by the number of shares).
- One grant per person: for buying a single bike, or one rental, or one e-bike conversion.
The Métropole's own example: a couple with two children (3 shares) and €30,000 RFR is at €10,000 per share, so in the most supported band.
The 2026 scale
The grant is 40% of the price excluding VAT, capped by bike type and income per share:
| Type of bike | RFR/share up to €18,800 | RFR/share €18,801 to €35,052 |
|---|---|---|
| Long-term rental of a standard bike | €40 | €30 |
| Standard or folding bike, new or used | €100 | €80 |
| E-bike, new or used, or e-bike conversion (kit) | €250 | €200 |
| Non-electric cargo or adapted bike (disability, reduced mobility), new or used | €400 | €350 |
| Electric cargo or adapted bike, new or used | €600 | €500 |
40% excl. VAT means an e-bike at €750 incl. VAT (€625 excl. VAT) is enough to reach the €250 cap. Beyond that, the grant doesn't move. For an electric cargo bike you need a price of around €1,800 incl. VAT to get the €600, which covers nearly every model on the market.
For businesses and associations
Businesses and associations with fewer than 250 employees based in the Métropole can claim for up to three bikes: €300 for an e-bike, €500 for a non-electric cargo bike, €1,000 for an electric cargo bike (purchase, or long-term rental for cargo bikes).
Used bikes: a real Toulouse advantage
Unlike many French cities, Toulouse supports second-hand purchases for every type of bike. The official page says you'll be asked for a sworn statement from the seller, dated and signed, confirming that the price does not exceed the bike's value, that it is in working order and that it meets standards. The page doesn't explicitly require the seller to be a professional; if you're buying from a private seller, confirm your case with the department before you buy (prime.velo@toulouse-metropole.fr).
In practice: make sure the price is in line with the market, otherwise the statement is meaningless. For a bike bought or sold second-hand, value the bike with L'Atelier's price guide, and for an e-bike go through our 7 checkpoints.
Your commitments
To get the grant you agree to:
- have your bike marked (anti-theft identification);
- keep it for at least 3 years.
Marking is useful anyway in Toulouse, where bike theft is common: see our guide to marking and trackers.
The purchase, rental or conversion invoice must be dated after 15 October 2020. For an e-bike or kit, the type-approval certificate is required.
Step by step
- Work out your income per share from your latest tax notice.
- Buy (or rent, or convert) your bike. New: invoice in your name. Used: invoice or the seller's sworn statement.
- Get the bike marked.
- Apply online at demarches.toulouse-metropole.fr (the "Demander la prime vélo" button on the official page), at any time.
- Or request a paper form by post from the processing department: Toulouse Métropole, Direction Environnement Énergie "Prime Vélo".
- The announced processing time is about one month.
Applications are handled in order of arrival: don't sit on an invoice.
