Bike purchase grants in Lille, France, in 2026: no MEL subsidy, what's really left

Verified on 16 October 2026: cycling page of the Lille European Metropolis, the City's "mobilité douce" scheme on the Ville de Lille site, and the French government's grant finder mesaidesvelo.fr.

Let's say it straight away: in Lille there is no general grant for individuals buying an e-bike in 2026. Neither the MEL (Métropole européenne de Lille), nor the Hauts-de-France Region, nor the Nord département offers one. The MEL ran a purchase grant in 2017 (between April and September that year) and did not renew it in that form. If a website promises you "up to €400 in Lille", check its source: we did not find it on any official page.

That doesn't mean you have to pay full price. There is a targeted city grant, a public long-term rental scheme and a few levers that, added together, are often worth more than a €200 premium.

What no longer exists

The end of the national schemes is covered in our overview of French metropolitan areas, with a link to the official Service-Public page.

The City of Lille's "mobilité douce" grant (16-25 year-olds)

This is the only bike purchase grant we found in Lille itself. It is reserved for a specific group.

Who is eligible?

  • Lille residents aged 16 to 25, up to 30 in certain cases (setting up a business, disability).
  • Not liable for income tax, or attached to a non-taxable household.
  • Students in initial education are not eligible.

How much?

PurchaseMaximum amount
New or used bike, electric or not€200
Safety equipment bought with the bike€100 extra

What you give in return

The grant requires 25 hours of civic engagement with Lille associations. It is paid on presentation of receipted invoices. How to apply (appointment, documents) is explained on the City's page: we could not open it directly, and the conditions above come from its indexed version. Call or visit the town hall before buying.

If you are on a back-to-work programme, also look at MobiliMEL (mobilimel.fr), the MEL platform listing mobility aid for people in socio-professional integration, some of which concerns cycling.

V'Lille: long-term rental as an alternative

The MEL doesn't subsidise purchases, but it does put bikes on the road. The V'Lille network has around 2,600 self-service bikes, and the MEL also refers to long-term rental subscribers. If you hesitate to spend €1,500 on an e-bike, renting for a few months lets you test the commute, the rain and the parking before committing.

Prices and availability of long-term electric bikes are on the Ilévia website. We don't reproduce them here as we have not verified them for 2026. To compare with private offers (subscriptions with servicing, insurance, purchase option), read our comparison of long-term e-bike rental.

For parking, the MEL lists 34 automated bike shelters with 18 to 68 spaces near metro and tram stations: that is what makes e-bike + metro journeys workable without worrying about theft.

The lever that pays most: your employer

The sustainable mobility allowance

Your private-sector employer can pay you up to €600 a year free of tax and social contributions if you cycle to work, €900 combined with its contribution to your public transport pass (official page). It is optional: the employer has to introduce it. Over two years that is up to €1,200 — more than any metropolitan grant in France for a standard e-bike.

Company bikes and fleets

Many employers in the Lille area use company-bike or long-term rental offers that they partly fund. Ask HR or the works council: it is often better value than a subsidised purchase, servicing included.

The works council (CSE)

Some works councils refund part of a bike or a subscription. Nothing automatic, but it's worth asking.

How to pay less without public money

Used and refurbished

With no grant to lose, you have no approved-shop constraint: buying second-hand from a private seller becomes an option again. A well-maintained three-year-old e-bike often sells for 50-60% of its new price. Check the battery above all (cycles, real range, original invoice): our guide to refurbished e-bikes: battery, warranty and fair price lists what to inspect. And if you are selling your old bike to fund the new one, value your bike before setting a price.

Conversion kits

If your current bike is sound (frame, brakes, wheels), a motor kit fitted by a professional usually costs far less than a complete e-bike. Careful: a kit must stay compliant (250 W, assistance cut at 25 km/h) for the bike to remain a bicycle in French law. The rules are in our 25 vs 45 km/h article.

The right bike for Lille

Lille is flat: a light e-bike, or even a good non-electric bike, is enough for most journeys. The cobbles of Vieux-Lille and the rain call for 40 mm tyres or wider, mudguards and lighting powered by a dynamo or the battery. To choose: the best city bikes of 2026. Beware of very cheap e-bikes sold online, often non-compliant: the pitfalls of bargain e-bikes.

What about the other MEL municipalities?

The MEL has 95 municipalities. Some may have run one-off schemes; we found no active official trace for 2026 in the larger towns (Roubaix, Tourcoing, Villeneuve-d'Ascq). The right reflex: search "aide vélo" on your town hall's website, or use the grant finder mesaidesvelo.fr, which checks recorded schemes town by town.

Key points

  • No grant from the MEL, the Region or the French state for buying a bike in Lille in 2026.
  • The City of Lille helps non-taxable 16-25 year-olds: up to €200 + €100 of equipment, in exchange for 25 hours of civic engagement.
  • V'Lille offers long-term rental: ideal for testing before buying.
  • The sustainable mobility allowance (€600/year) is the best lever if your employer offers it.
  • National comparison of grants: the metropolitan overview and our e-bike grants explainer.
